The discoveries nevertheless underline the inadequacy of the international regime for controlling nuclear materials, which has failed to stop a series of unstable or aggressive countries from obtaining nuclear weapons or the means to produce them.

Sanctions and concerted international pressure eventually worked on Libya. But breakthrough came only when the United States and Britain demonstrated in Iraq that evasion and defiance of a demand for disarmament would invite armed intervention.
